U.S. senator proposes expansion of “Magnitsky list”

U.S. Senator Benjamin Cardin has suggested that the names of the Russian officials who failed to take measures against the officials responsible for the death of auditor Sergei Magnitsky should be added to the so-called Magnitsky list, Hermitage Сapital has reported.

“Today Senator Benjamin Cardin has submitted to the U.S. Senate an expanded draft of the bill on Sergei Magnitsky,” Hermitage Capital said in a report obtained by Interfax on Friday.

The report states that the new version of the bill envisages visa and economic sanctions on the officials involved in the misappropriation exposed by Magnitsky, his subsequent arrest and death and “those public officials who are covering up these officials.”

Hermitage Capital alleges that the bill requires the U.S. secretary of state to make a list of people who will be affected by the U.S. sanctions, in particular a denial of entry in the U.S., seizure of assets on U.S. territory and financial institutions controlled by the U.S., and also a ban on any operations involving these assets and revenues from these assets.

The bill has been supported by 14 senators representing both parties in the U.S Congress, Hermitage Capital said in its report.

Hermitage Capital auditor Sergei Magnitsky, 37, was accused of tax evasion and placed at the Matrosskaya Tishina pre-trial detention center, where he died in November 2009. His death drew broad public response. The Investigative Committee opened a criminal case into Magnitsky’s death on charges of failure to provide assistance to a sick person and negligence.

On September 29, 2010, Hermitage Capital reported that Cardin had submitted to the U.S. Congress a bill banning some sixty Russian officials involved in the persecution and death of Sergei Magnitsky from entering the U.S.
