Russia Seeks Arrest of Hermitage Executive

Russian officials are seeking the arrest of a London-based executive at Hermitage Capital Management, the hedge fund that claims to have been persecuted after uncovering an alleged $230m (£139m) tax fraud.
Hermitage said charges of withholding dividend-tax payments had been filed against Ivan Cherkasow and that authorities visited his Moscow house last week. The hedge fund said the accusations contradict a finding by the Federal Tax Service that its payments were in order and Mr Cherkasow denies all allegations.

US Blasts Russia over Death of Lawyer Sergei Magnitsky
In its annual report on human rights, the US State Department raised concerns about the treatment of Sergei Magnitsky, a lawyer for hedge fund Hermitage Capital Managment, who died in custody on tax evasion charges that the report claims were “widely believed [to have been] fabricated”.

Russian Probe Sees ‘Organized’ Push in Jailed Lawyer’s Death

The results, in a scathing 20-page report issued Monday by the Moscow Public Oversight Commission, a nongovernmental group empowered under Russian law to monitor human rights in jails and prisons, raise the pressure on prosecutors now conducting a criminal probe into Mr. Magnitsky’s death in Moscow’s Butyrskaya prison Nov. 16. The case shocked Russia’s business and legal communities and has fueled a prison-system shake-up.

Russian Commission Blames Officials for Lawyer’s Death In Detention
An independent commission charged with monitoring human rights in Russian correctional facilities has condemned the treatment in jail of lawyer Sergei Magnitsky, who died in a Moscow remand prison on November 16. Valery Borshchev, head of the Moscow Public Oversight Commission and a leading Russian human rights activist, said that Magnitsky’s rights were violated. The 20-page report (in Russian) blames Interior Ministry investigators and the administration and medical staff of the Butyrka remand prison for creating the conditions that led to Magnitsky’s death.

Russia: No Jail for Tax Fraud Suspects

President Dmitri A. Medvedev amended the criminal code on Tuesday to make the tax evasion charges used to hold a lawyer who died in pretrial detention no longer punishable by jail time. The lawyer, Sergei L. Magnitsky, had testified against senior police officials in a tax fraud case; his employer, the investment fund Hermitage Capital Management, said the charges were trumped up to pressure Mr. Magnitsky to change his testimony. On Monday a nongovernmental group concluded that doctors had withheld treatment from Mr. Magnitsky, who was jailed for nearly a year, as part of the pressure tactics. Also on Tuesday, Mr. Medvedev fired a deputy director of the national prison system.
