Russia: No Jail for Tax Fraud Suspects

President Dmitri A. Medvedev amended the criminal code on Tuesday to make the tax evasion charges used to hold a lawyer who died in pretrial detention no longer punishable by jail time. The lawyer, Sergei L. Magnitsky, had testified against senior police officials in a tax fraud case; his employer, the investment fund Hermitage Capital Management, said the charges were trumped up to pressure Mr. Magnitsky to change his testimony. On Monday a nongovernmental group concluded that doctors had withheld treatment from Mr. Magnitsky, who was jailed for nearly a year, as part of the pressure tactics. Also on Tuesday, Mr. Medvedev fired a deputy director of the national prison system.
