Increasing investment in Russia will require real reforms.

At least gas was flowing again to Belarus by the time Russian president Dmitry Medvedev sat down to a White House lunch on Thursday with his US counterpart, Barack Obama. Yet the timing was still unfortunate, exposing once more the gap between what Russia says and how it acts. In the US, Mr Medvedev schmoozed Mr Obama and Silicon Valley executives, sending his first tweets on Twitter, with the message that a Russia bent on creating a high-tech economy was open to investors. At home, it was engaged in another energy fist-fight with a neighbour.
